[cisco-voip] phone rings placed on hold

The phones at the firestation are experiencing difficulty i.e..... If a call is placed on hold and another person picks up the hold call at a different phone, the Phone that received the original call continue to ring.  Installed  is a cisco ATA-18 and 2 Linksys Switches that the phones are connected to.
