only exception might relate to calls that did not reach connected state or
calls with 0 duration.  make sure ccm service parameter 'log calls with zero
duration' set to true.

if user dialed 911 and hungup before 911 answers, it would only appear in
ccm/sdl traces I believe.

In CAR, go to CDR->Search->By user/extension and enter 911 as the extension.
That will give you all your 911 calls in the given time range.
