[cisco-voip] issue with cm music on hold

It is also possible to have a certain users have no voice mail at all,
we have 2 remote sites that do not want voicemail but they still seem to
be getting it intermittently.

I should add - The Line level config takes precedence over the device
level. The device level config takes precedence over the device pool
config.
