[cisco-voip] Hold Key Unavailable

According to the user this has happened when the calls are off-net.
These are MGCP gateways for clarification.  I see the MTP required
option for H.323, but not MGCP.

Hold is a supplementary service.  there is a CM service parameter to
allow calls to complete if MTP is requested but not available - only
drawback is that supplementary services such as hold, confernce,
transfer will not be available.

Is the other party offnet, i.e. thorugh gateway or Intercluster trunk?
Do you have 'MTP required' set on that gateway or ICT?  Do you have
MTP's and are they registered?  Monitor the perfmon counters for
CiscoMTPDevice especially ResourceAvailable and OutOfResources
