[cisco-voip] adding new user to CCM 3.3 for Soft phone

Sounds like you are using DC Directory.  If you are then you might need  
to go through the steps listed here:

Make sure to carefully follow the steps.  You will want to use the  
steps listed in the section "Reconfigure DC Directory on Cisco  
CallManager Publisher (Database More than 100 Mb)".  This will back,  
rebuild and restore the DC Directory.
