[cisco-voip] JTAPI Subsystem Out Of service

check the compatibiily matrix to see what engine is required, but jtapi
client update will definitely be required.

I have not upgraded the engine. It still at 3.1(1). I upgraded only the
jtapi client and then downgraded again
because they were incompatible. Now o have the old engine, the old
client but the new ccm. Maybe it is better to upgrade the engine as well.
