Finally the problem is solved; I made some adjustments in the following:
Computer Management => Local Users and Groups (I made IUSR_Guest member
in the "WebUsers" Group)
Local Security Policy = > Local Policies => User Rights Ass. (I removed
the Guest Group from the "Deny access to this computer from the
network")
Also in the IIS Manager I made directory security in the CCMuser to
point to anonymous login using IUSR_Guest.

I had this same problem. Remove IUSR_Guest from the local Guest group
on your CM machine. The local Guests group doesn't have the rights to
be able to logon locally and as you know on windows the deny right will
always take precedence.

I installed the CM on a generic PC; the PC is in workgroup not domain.
After I faced this problem I followed an article on Microsoft. And I
just modified the user rights in the local security settings and I added
IUSR_Guest to the "Access this computer from the network"
But still I face same problem.

Is this on an ICS 7750?
Is this server a member of a windows domain?
Has anyone modified the local security policy?
This error means the user iusr_guest is allowed to login (password
correct) but not granted a necessary right for the applicaion to perform
properly.
do a stare and compare with a working server to find the missing right.

Hi Group
I am facing a problem in my CCM 3.3(4)sr2, when I press the service or
directory buttons on the IP Phones registered to my CM, an
authentication page appear to me asking for username and password. I
tried all username and passwords and still this page not moving.
Also When I tried to access the User login page
http://ip_server/ccmusers it didn't open and the IE says this page is
not authorized..
In the event viewer System log I found the below event:
