Something like this isn't really possible with Unity, it's designed for
dial-out notification when people get messages.
 
You be better suited to use the IVR functions of IPCC Express to do
this.

I know that Unity can dial out, so I would like to know if this is
possible:

 

I would like to somehow enter a bunch of phone numbers (~500) non- Unity
numbers.  (IE. Home numbers of students).  I'm thinking maybe a
distribution list.  Record a message and have it call all the numbers
and leave a message.

 

Is this possible?
