[cisco-voip] ACD for VOIP -> 3rd party solution

I have a government contract that requires high availability.  I need to
have ACD functions:
-          Call reporting 

-          Call queuing

-          Call history

-          Call drops -> call back and report of "why"


-          Call routing

-          Call backs pulling info from a central repository


-          Monthly reports -> HUD

Is it possible to have the VOIP system version  CCM 4.13 and  Unity 4.4.
We have to do a massive amount of calling of clients.  We want to be
