[cisco-voip] Creating a cm4.13 gateway administrator

We are having trouble making ccmadmin users that can administer gateways
on callmanager 4.13.  We have tried giving them access through the
Standard Gateway functional Group.  We have created our own Functional
Group and adding every single checkbox.  We can get to the gateway menu
option and search for gateway but when we click on one we get these
messages:

Access Denied

You do not have access to this page 

And in a pop up box:

ASP file is not found in the mapping
