[cisco-voip] T38 between mgcp and h323

Hi

I'm trying to fax over a WAN link between an H.323 gateway on one side
and a MGCP gateway on the other.

If I send the fax from the H323 side, it completes successfully but if I
send from the MGCP side it fails. I think it's a configuration issue on
the MGCP side since I'm not 100% clear on how it should work.

When I attempt a fax from the MGCP side, the gateways switch to fax
relay mode but the fax machines can't seem to train up correctly and the
call eventually disconnects. The H323 destination gateway shows failure
to train messages in the t30 debug.

The gateway configurations are shown below. I've tried with and without
the ccm-manager fax protocol cisco and mgcp package-capability
fxr-package commands since I'm not sure if they should be enabled or
not.
