[cisco-voip] Gateway Failover

At a minimum you will need to either use the prefix digits or called  
party transform mask under the called party transformations section.   
Prefix digits would be the easiest if all you need to do is add the  
area code.  Most likely you won't need to configure anything under the  
calling party transformations unless you or the PSTN require something  
specific.
