[cisco-voip] PRI Usage reporting ?

Well I just ran the following CDR report "Gateway Utilization - Hour of the
Day" and I am not sure about some things. Some times it shows utilization
was "100% of calls". I assume this is stating that this particular PRI had
times in which all 24 ports were being used? Obviously if this is the case
we have a problem. Being that this is based on a per hour it could imply
that at some point within that hour it was maxed out, could have been just
for a few seconds or for the whole hour.
Any ideas on this? Am I accurate in my assumptions ?
