I know what you are going through as I had to do the same research as
well. Exchange pretty much takes over in terms of mailbox limits for
email and voicemail. What I did use is the Message Store Manager that's
part of the Unity installation. It's just like an Exchange Mailbox
Manager that searches the user's Inbox for the Unity email form called
"IPM.Note.Voice.Unity". I set mine for 30 days and move to Deleted
Items.
In terms of preventing users from moving those voicemails to subfolders,
I have yet to find a way to prevent users from doing that. I have yet
to try it, but I was thinking you can setup another Exchange Mailbox
Manager rule and have it search the whole mailbox for
"IPM.Note.Voice.Unity" forms.

Could someone point me to some detailed architectural documents
regarding specific integration between unity and exchange 2003, best
practices, etc.
One of the challenges I am faced with, right now, for example, is
figuring out where I could do the limitation on voice mailbox size -
e.g. once the voicemail makes it into the Exchange inbox, there is no
easy way to prevent the users from moving those sound files around
folders, thus taking them out of the normal/scriptable areas where the
Exchange admins could do cleanups ... etc.
