[cisco-voip] How to move idle phones from publisher to subscriber?

I am not sure if this answers your questions.....
The phones will register to their secondary server when they lose
contact with their primary server. Idle phones will immediately (this
can vary depending on how they lose connectivity) failover. Phones
that are on active calls will failover once the call is completed. The
active callers will see a message like CM features down. They won't be
able to perform transfers, conferences, etc until they hang up and the
phone fails over to the secondary CCM.
