[cisco-voip] Allow transfer to external phone number

Set up a translation pattern in a partition that only this group is
allowed to call, that appends the code. Set up their calling search
space to use this partition. Pray that noone finds out the code.
On the other hand, since the Telco bills, they should still see the
correct caller id even on a forwarded call.
