[cisco-voip] Publisher is spiked at 100% utilization.

Similar but not exact problem here when I first upgraded from CM 3.3.3 sr4a to 4.1(3) sr2.  

We had an issue with high CPU utilization on the CallManager Subscriber
on the first day of service which required a reboot.  We
determined that ccm.exe was causing the high CPU utilization and we
first noticed the issue after restarting the TCD and CTI Manager
services on the Subscriber and Publisher - after being notified that
certain AC Pilot Points were not responding to incoming calls.  The logs
did not tell us what was causing the issue, only that the Subscriber was
servicing a large number of CTI LineOpenActivity events.  Rebooting the
Publisher, then Subscriber resolved the issue.

When you restart the Publisher server, it's best practice to also reboot the Subscriber server (in that order).

I had to reboot my publisher yesterday was we cut to a new UPS.
 
Upon reboot, the CPU utlization spiked to 100%. 
 
Looking in the Task Manager the "system" (not system idle) process is
responsible for 99% utilization.
 
Anyone run into this before?
