the CM stopped/started test is a big hint. Sounds like your incoming
circuit is timing out the call before the h323 gateway hunts to an
available CM.
when the server is shut down you must wait for TCP session establish
timeout
when server is up but CM is shut down you get immediate ICMP port
unreachable from CM back to the GW so the GW knows to try the next
available member (usually specified with 'preference' on the voip
dial-peer)
You probably need to decrease the h225 session setup timers in your
gateway confiug:

You could even turn it down to 1:
h225 timeout tcp establish 1
if CM does not respond in 1 second (depending on your network round
trip time) most likely it is not going to respond at all.

We have been doing some failover testing between call managers today
and I have come across an issue with one of out remote sites. We have
a 3 call manager cluster and the if I shut down the subscriber that
this site is registered to then all the phones will register to the
other subscriber but when I place a call to the phones I get
destination out of order on the debug, I have dial peers for all
three call managers in the config, however if I were to just stop the
call manager service on the subscriber and not shut the server down
then I can place calls to the phones fine, it would appear that when
the subscriber is not on the network then the calls don’t go through.
Has anyone seen any issues like this before.
