Some more info as why I'm looking to do this....just in case there are alternatives:
a.. being able to use a Cisco phone on non-Cisco gear
b.. being able to use non-Cisco SCCP devices which don't support CDP (Sony, Tandberg, Berbee IPspeakers)

I'd like someone to be able to plug a hardware phone on a data vlan but not allow them to use IPCommunicator on that same data network.

Because of the MAC address issue we want to force users to use VPN in order to use IPCommunicator, but allow them to plug in a hardware phone where ever they want.

IP Communicator should be on your Data networks so just use a ACL. Am I missing something?

Does anyone have any idea on how to prevent different types of devices from registering to CallManager from a specific network?

For example, I'd like to open up a network to allow a hardware phone but not IP Communicator.
