[cisco-voip] FXS port - no dial-tone

Hi folks, have a hopefully easy question that I cant find the answer to -
i'm goinig to chalk it up to its Friday and my brain is elsewhere ;)

have a new 2811 with a VIC-4FXS/DID card in HWIC0... its acting like it
doesn't get any power. The router can see the VIC fine, I can shut/no shut
the individual voice-ports but that doesnt seem to do any good. When I busy
them out i still just get silence. I have dial-peers configured for them,
and i'm running C2800-SPSERVICESK9-M, 12.3(11)T10. Has 1 DSP onboard. It is
showing the operational state as DORMANT.

Is there some trick to turning these on?
