[cisco-voip] Setting up local DSP resources on 2821

This seems to be case according to the DSP calc.  This location is using
a PRI, but they could easily operate with 8-12 voice channels.  Is it
possible to free up some DSP's and use less channels for voice
termination?

None, so thats your problem.. I'd check the DSP Calc
and confirm your numbers but it sounds like you need
another PVDM to add the conferencing.
