Hi John,
There are certain stages in the boot cycle where the buttons, such as
the Settings button, are not active. You might try the Setting button
each time the screen changes.
Once you get into the Settings go to the Network Configuration option
and verify things like the DHCP server, IP Address, TFTP Server, if
using voice VLAN make sure the Operational VLAN has that ID, etc.
If you plug a different phone into that same switch port does it work?
You might want to Erase the Network Configuration. This will allow you
to see if the phone is actually getting the DHCP information (assuming
that is how the phone is configured).
You may also want to collect a packet capture of the phone booting.
This will allow you to see what the communications issue is between the
phone and the TFTP server.
