Yes, set them up as Translation patterns and you can have as many as you want. We have set them up as *1, *2, *3 etc and then add the number to be dialled in the Called Party Transform Mask field.

Subject: [cisco-voip] Global Speed dials

Hi!

Is it possible to define a set of global speed dials, so that
everyone within a cluster can use this, without configuring it local
on the own device ? The goal is to have a centralized configuration
of these abbreviated dialing numbers and all users should be able
to use this preconfigured numbers.

If this is possible, is there the same limitation of max 99 entries ?

Regards,
  Ahmad
