[cisco-voip] CCM Pub restore

With the most recent versions of BAR that should no
longer be a concern. Maybe Wes or someone at Cisco can
let us know what version of BAR that was fixed. I
recall having an issue like this about a year ago but
I ran this scenario in the lab a few months back and
it worked like a champ. 
Originally the Pub was installed at 3.3(3) upgraded to
3.3(4) and then again to 4.1(3) leaving the DB at
CM0302 (i think). I installed a new PUB off 4.1(3)
media (CM0300 if I remember correctly) and performed a
BAR restore in the lab and a new DB was created at
CM0302. It's a bit fuzzy at this point but I think
that’s how the numbers lined up.
