[cisco-voip] VGW problem

I'm running CM 4.1.3sr2 and I'm using a MGCP 2801 with 4 FXO ports.
This is what I see on a call summary.

0/0/0 - - - FXOGS_TIP_GROUND

0/0/0 None - S_WAIT_RELEASE_RESP FXOGS_WAIT_ONHOOK
Then
0/0/0 - - - FXOGS_PARK
Then
0/0/0 - - - FXOGS_RINGING
And continues to repeat and never rings the phone.
This is a ground start FXO connection to the local Telco.
IOS is 12.3(14)T5
Any ideas?
