It may also be that the line ringing is not the primary line.

There is a service parameter called "Primary Line only" or something
like that.  It could be that a call comes in on line 2-8, but since the
primary line parameter is set, it just takes line 1 off hook and does
not answer the incoming call.

We have had  this a number of times with 7970's and usually do a reset
(**#**) to resolve the issue as well.

Generally, I'd chalk this up to a reversed hook and just not hanging
up properly, however last week at a client they had the same problem
(with a 7961 though). The user could not answer via the handset, they
had to use the answer softkey or speaker to answer. We played with it
for about 30 minutes trying some stuff and finally ended up just
giving it the old **#**, it worked fine after a reset.

They haven't had it happen since then so I've chalked it up to a
rarely occuring bug :)
