Two options (that I can see):
  a.. Modify the forwarding CSS: The forwarding CSS is exclusive of the line+device CSS combo. By creating a CSS with at least on partition with no DNs, you will effectively deny the ability to forward the line. Caution: This does not prevent forwarding to DNs in the <none> partition. If you have DNs in the <none> partition, first, reconsider why you have DNs in the <none> partition, it is very hard to do any class of service with DNs in the <none> partition. If you still have DNs in the <none> partition, then you can use block route patterns matching these DNs and put them into the partition.
  b.. Change the softkey templates: By modifying the softkey template to remove the CallFwdAll softkey.
Don't forget that the CCMuser pages also provide forwarding access.
