[cisco-voip] CFB issue in CCM 4.2(1)sr1a

Any one familar with a call forward busy issue in 4.2(1)sr1a with calls coming from a CTI Route Point (CUE)?

Calls from PSTN get routed over CTI RP to CUE, then transfer to a IP Phone extension and when that DN is busy it does not follow the forward busy setting and returns busy back to CUE and caller gets message about number being busy or not available. 

If you call the DN internally from another IP Phone it works fine. CFB Internal/External set both to same thing.
