[cisco-voip] AAR on H.323 gateway

Hi,

I have an issue with AAR group parameter in a H.323 gateway. It doesn't
work for me as I hoped it should. Short description of the situation:
- CM 4.1(3)sr3b.
- 60 sites with H.323 gateway in every site.
- Expected to have TEHO (tail-end hop-off) for every remote site.
- In case of lack of bandwidth call should be routed via its local gateway.

I thought that AAR is a perfect mechanism for this configuration. I
place all gateways in the same AAR group and configure so that call from
every site is prefixed with some number in case of lack of bandwidth.
After this call is rerouted based on this prefix. This kind of
configuration works great in Phone-to-Phone call, but it fails in
Phone-to-Gateway call.

CallManager's debug shows that AAR_Neighbour=[]. This mean that even
when a phone is an one AAR group, and gateway is in another AAR group,
and prefix is configured for this pair, CM doesn't do AAR routing.

Cisco TAC told me than AAR cannot be used in this situation. But if so,
I don't understand what is AAR group in H.323 gw parameters is used for.
Could someone explain me this? Do you use AAR group configuration on
H.323 gateway?
