[cisco-voip] Phones Not Registered

The problem is that when we try to dial out, we get fast busy signal.
We noticed "Not Registered" and thought that it might have been part of
the problem. This is on both of our H.323 g/w and inter-cluster trunk.

Restart Cisco RISDC service. Has no impact to users.
