Yes this is correct. ASCII Flowchart:

What is should be:
CallerToClient --> Their Carrier --> MyClient'sCarrier --> OurPBX

What is happening:
CallerToClient --> TheirCarrier --> MyClient'sCarrier

Between the caller's carriar and my client's, my client's sees nothing 
hitting their switches. No trace of any calls coming in.

I'm unsure what they meant. From what I understand, my client's carrier 
is pointing to another NSP (Qwest) having a corrupted routing database 
or so. This is even more boggling since I normally see something pop up 
on NANOG, I've sent a quickie out to NANOG and haven't heard a peep 
about something gone bad at Qwest.
