Define not working. Do they hear tone on hold or just silence?
Tone on hold means there is a CM misconfiguration. Silence means the
RTP is not getting to the router.
Do phones in Site A hear MOH?

MoH works for IP->IP; however, MoH does not work for PSTN->IP.
PSTN are located at Site A, while CMs are located at Site B. Both
site routers have IP multicast-routing enabled already.
CM Version (cmpub/cmsub): 4.1
Found Bug ID: CSCdz00697 but looks like it only applies to CM 3.3.
Any advice?
