[cisco-voip] Allowing Limited Admin Rights for Unity Passcode Changes

As instructed by "Configuring Call Manager and Unity" (book), I have created 
a new class of service and template which is supposed to allow subscribers 
with this class of service to change Unity passcodes and re-enable 
mailboxes, but it either doesn't work or I don't understand how it is 
supposed to work.  Is this ability to be accessed from the mailbox itself 
(TUI)?  I changed my mailbox to the new template/COS, but there is no change 
that I can see.  What am I missing?  Thanks.
