[cisco-voip] Loop between 7940 and CiscoExpress 500

She connected both 'PC' and 'Switch' ports of her 7940 to two different wall
sockets.

Of course we can educate people, but mistakes will always happen, so I would
like a way to protect the network from that sort of things.
