[cisco-voip] in phone ccm list , callmanager1 is blank

i got 1 publisher and 1 subscriber 
and phones register CCM publisher

problem is;

 the fırst callmanager is blank in the ccm list  when i look at the phone screen menu
but callmanager2 shows the publisher ip

and it only happens 7940 and 7960 not 7912.
ccm 4.1.3sr   7940 ver 7.2

any comment?
