[cisco-voip] Translation-rule problem

Dear all,
I have a problem with my cisco router configuration. The translation-rules range from 1 to 15 and I have 20 external lines I wish to use them so I used only 15 voice translation-rule 3
 rule 1 /50/ /103/
 rule 2 /55/ /100/
 rule 3 /51/ /123/
 rule 4 /52/ /125/
 rule 5 /53/ /114/
 rule 6 /54/ /102/
 rule 7 /56/ /128/
 rule 8 /57/ /108/
 rule 9 /58/ /110/
 rule 10 /59/ /127/
 rule 11 /60/ /138/
 rule 12 /61/ /136/
 rule 13 /62/ /126/
 rule 14 /63/ /113/
 rule 15 /64/ /131/
