[cisco-voip] No MOH for Unity VM Ports

The VM ports will provide the MOH Audio source, the
MRGL on the inbound (calling) device provides the mrgl
from which to pull the audio source. If the call is
coming from and inbound pstn GW or IP phone that is
the MRGL that will be used. The best/easiest way to
get by this is create an "silent" audio source and set
that as the VM port audio source. If you just set the
audio source at the device pool on the vm ports to
NONE that will not work since it will then pull from
the MOH service parameter.
