here is the senario.
i have 100 voip phones inside an office.
let's out of 100, i want to ensure 5 phones to get calls to pstn no matter
what.
is there anyway to priotize the calls coming from them?

so far, based on my reading it seems i can create "inbound dial-peer" and
give it better precedence.  but it is for IP.

will it work?

or any other ideas?
