[cisco-voip] MGCP Gatway configuration Commands on 2811

Okay... and the MGCP domain names match.
I presume we have already done basic IP troubleshooting (ping and stuff) and
there are no ACLs blocking tcp 2427 or 2428, or UDP 69 (tftp)?
