Yes, I know exactly what you're going through! I spent
days working on this exact problem about a year ago
and it turned out to be an issue with browser service.
In our scenario the customer had the CM workgroup name
"voice" the same as the Unity domain which was causing
some serious browser election issues! Changing the CM
workgroup to "CM" resolved the problem for us. The
browser election is certainly your problem but fixing
it can be tricky. I can't remember the exact reg
setting but you prevent the servers from contributing
in the browser election on all your servers and force
just your DCs to be the only servers that can be
elected, they should be by default but I find thats
not always the case.
Also,
I hate to say it because I really do like Unity but
Unity FO is by far the worst product that Cisco has to
offer. I foresee many hours on the phone with TAC in
your near future. :-/
