[cisco-voip] Message Notification not working for Unity

I believe by default, Message Notification will only send a notification for high priority messages. There is a simple check box you have to uncheck for Unity to send notifications for all messages.

? So, I configured Message Notification (after futzing with the outdial restriction table, it finally took the phone number), but I am seeing no attempt to dial (it isn't failing, it isn't even trying). I am looking at call viewer and the port status monitor and nothing...)
MWI is engaged on the phone, the timer is set to zero, the notification is enabled...
What am I missing?
