Yes you can.  I frequently do MGCP PRI and H323 FXO.
 
Can't use ccm auto config though.  It wants to control everything.

This is an excellent document - too bad Cisco doesn't have anything like
this.
 
Can I have a router using MGCP on some ports and H323 on others?

H.323 supports call preservation going in and out of SRST mode.
H.323 supports digit manipulation on calling / called number for inbound 
and outbound calls.
MGCP has caller name and caller ID delivery to the phone; H.323 will
only deliver caller ID.
