[cisco-voip] dropping 9 on route pattern and adding 9 on route list doesn't work

Interesting, I always thought they were cummulative, albeit it the
router list would be the last one applied and overwriting any previous
changes. I'm sure I drop the 9 on my route pattern and then add the
external calling mask on the route list. Is it in sections that the
'overwrite' occurs?
My main goal is that I don't want the 9 to appear on the telephone
display (or the CDRs).
