[cisco-voip] Routing calls from PRI inbound MGCP to outbound MGCP T1 CAS

The PRI and CAS ports both show G711 when they connect. The PRI disconnect cause is 41 (temporary failure).
 
I should also mention that if I place a call from an internal IP phone directly to the T1 CAS, the call connects to the IVR no problem.

Calls getting dropped on connect are usually a sign of codec 
mismatch.   What is the disconnect cause on the PRI side?
