Sure, I can think of a bunch.
Calling Search Space of the phones are getting a match in a different
partition (or CoR).
Calling Search Space does not include the partition of the destination phone
(or CoR).
Phone is being called with an unsupported codec.
CallManagerExpress can't communicate with the phone.
You have a routing issue and the RTP endpoints aren't being nailed up.
The phone is on a very flaky version of code and can't receive calls.
Do a show ephone and see if it showing up.
Also, you gave a very partial description of the problem.
Does the phone ring at all? Is it registered? Is it registered to where you
think it is?
