I guess you can do that using a simple and possibily "mute" TCL IVR.
As far as I remember, the tcl IVR script should be able to block calls
based on a local list of banned numbers, or, if you
have a recent IOS release, it can use a list served by an http server.
You then must bind the IVR to your pots dial peer and get the service for
any type of call leg, I think.
