[cisco-voip] MLA error in event log every 10 seconds or so

Seeing this on CCM 4.1(3)sr1. Happens roughly every 10
seconds or so. MLA is set to false and debug level is
set to none. Have found some similar bug id's on this
error below but not for MLA directory, but all those
fixed in older CCM versions. The MLA folder specified
does exist and has files in it.
