I use the UCT dateTimeDisconnect field (adjusted for our time zone) as the
official call time, and duration for the duration. So, using your example,
the call would be charged to February. No matter how you define the billing
period, you're going to have to tapdance a little bit to accomodate calls
that bridge the boundary. I don't mechanically cut off things at exactly
midnight, but if I did then I would by definition account for all calls in
the billing period, unless one were to last longer than the billing period.
As for Standard Time vs Saving Time, I use that for display purposes, which
can lead to some confusion in very limited circumstances, but that's the
purpose of Saving Time anyway.
Having said all that, we don't actually bill for telephone service, but do
archive the CDR data (as Access databases) and occasionally check for abuse
or specific usage on request of a supervisor.
