[cisco-voip] Outbound Caller ID

This could very well be your Telco putting in the number when you try to
make it absent.  Many carriers do not allow 'unknown' to go out because
of legal implications.

Why not restrict the calling party number on those route patterns so it
isn't presented? 

You could also get creative with the time of day feature.
