Last I checked CM still did not support h.450 call transfer.
are you transfer destinations out of CME setup to allow transfer to
the CM pattern?

I am hoping someone has ran into this issue before. I have a Hub and
Spoke VoIP network where my cental point is a CCM 4.1(3)sr2 cluster.
Off each spoke are 2651XM routers running Cisco Advanced IP Services
12.4(5) IOS for CME 3.3 and VPN support. All CMEs point only to the
hub CCM for outside access. I am having the following results with
call transferring:
Local CME to Local CME: works
Local CME to CCM: fails
Local CME to Remote CME (CCM Tandem): fails
I am able to complete a tandem calls from CME router to CME router
via the CME to CCM ISTs. All CME router have local transcoding and
use G.729 across the WAN. The CCM ISTs have CCM software MTPs
assigned. If we route the calls directly CME to CME via H.323 dial-
peers we are able to transfer CME to CME calls. We added the the
voice sevrice voip <cr> allow-connections h323 to h323 <cr>
supplimentary-! service h450.12.
